A Systemic Thinker

My title as a Senior Policy Analyst marks a career now approaching its tenth year. The many forms of education that have sustained that career made me a political economist. A modest portfolio that grows each year, along with presentations that have become genuinely famous in their own right, made me an information designer. So where did this business of calling myself a systemic thinker come from, and what do this website and the Codifiability Index have to do with any of it?

My research begins with a recurring dissatisfaction: naming a problem is not the same as explaining it. I am interested in the mechanisms that make social and economic outcomes possible, persistent, or resistant to change. This has taken me from education and skills policy to labour markets, state capacity, institutions, and the adoption of artificial intelligence. The subjects vary, but the instinct remains the same: to move from what is visible to what is driving it, and from broad concepts to measures that can be tested, compared, and used.

Design is not what happens after the research is finished. It is part of how knowledge is made. A concept must be structured before it can be measured; a measure must be communicated before it can inform action. I write reports, build indicators, design presentations, and visualise data because each is a different way of making a mechanism visible. Systems thinking is what connects these practices. It asks how parts interact, where feedback loops form, why interventions travel differently across contexts, and how changing one element may reshape the whole.

This website is where those strands meet. It brings together my policy work, academic research, measurement projects, and information design practice. The Codifiability Index is one example of that approach: starting with a familiar claim about AI exposure, asking what mechanism might explain actual adoption, and building a measure that makes the hypothesis observable. The broader ambition is the same across my work: making mechanisms visible through concepts, measurement, and design.
